Cabinet approves Ordinances on land acquisition, regularisation of illegal colonies in Delhi

New Delhi: The Cabinet on Monday approved two ordinances - one on Land Acquisition and another on National Capital Territory of Delhi Laws (Special Provisions).

The Bills could not be passed in the winter session of Parliament because of the ruckus on conversion issue.

Informing about the ordinances, Information and Broadcasting Minister Arun Jaitley told mediapersons that the Cabinet has recommended promulgation of Land Acquisition ordinance to President after consultations with state governments and stakeholders.

He said the government's priority is to safeguard interests of farmers whose land is to be acquired. "We have to balance farmers' interests with development needs of the society," Jaitley said, adding that the provisions on higher compensation for land will remain untouched.

The Finance Minister said projects are vital to India's defence , hence, defence production has been exempted from social impact. Rural infrastructure and electrification projects have also been exempted from social impact. Land for affordable housing and industrial corridors are also exempted from social impact. Infrastructure, social infrastructure projects and PPP projects are exempted from social impact. In such PPP projects, land ownership will be with the government.

As far as the unauthorized colonies are concerned, the cut-off date for their regularisation will now be June 2014. "The Cabinet decided to extend cut-off date for regularisation of unauthorised colonies from March 31, 2002 to June 31,2014," said Jaitley.

Around 7 lakh people living in 895 colonies will be benefited by this decision. The move is aimed at the Delhi Assembly elections likely to be held in February.

Shiv Sena dares Centre to capture Dawood in Osama-like operation

Mumbai: Taking a swipe at the Centre following release of a tape claiming Dawood Ibrahim's presence in Karachi, the Shiv Sena on Monday dared the government to undertake an operation to capture the evasive underworld don just as US forces eliminated terror leader Osama Bin Laden.

The Sena, a constituent of ruling NDA, questioned the point of following Dawood's movements without initiating action against him.

"Dreaded terrorists like (Jamaat ud Dawa) chief) Hafiz Saeed and Dawood Ibrahim are living in Pakistan comfortably and are under political care. We do not need proof to prove that fact. No other country except Pakistan can give abode to such people," the Sena said in its editorial mouthpiece 'Saamana'.

Government had on Saturday asked Pakistan to hand over Dawood Ibrahim, saying the Indian government has given enough evidence against him to Islamabad.

The Sena said the "watching game" between India and terrorists hiding in Pakistan will continue unabated and will yield no results.

"Our government says it is keeping a watch on their activities ? What purpose will it serve ? These terrorists have kept their eye on India as well. This watching game has been happening for many years and will continue in future," it said.

In Lucknow, Home Minister Rajnath Singh had said India has repeatedly asked Pakistan to hand over Dawood to it.

"Wait and watch," Singh had said without elaborating, when asked about when India can get hold of him.

Dawood, India's most wanted terrorist after Saeed, is the mastermind of the 1993 serial blasts in Mumbai that claimed over 250 lives.

In crowded skies, lost plane's request for new path denied

Surabaya: The plane sought permission to climb above threatening clouds. Air traffic control couldn't say yes immediately - there was no room. Six other commercial airliners were crowding the surrounding airspace, forcing AirAsia Flight 8501 to remain at a lower altitude.

Minutes later, the jet carrying 162 people was gone from the radar. No distress signal was issued. It is believed to have crashed into Indonesia's Java Sea on Sunday morning, but exactly what happened - and whether the plane's flight path played any role - won't be determined until after the aircraft is found.

The plane left Surabaya, Indonesia, but vanished halfway into what should have been a two-hour hop to Singapore. Officials on Monday saw little reason to believe the flight met anything but a grim fate.

"Based on the coordinates that we know, the evaluation would be that any estimated crash position is in the sea, and that the hypothesis is the plane is at the bottom of the sea," Indonesia search and rescue chief Henry Bambang Soelistyo said. Search officials did, however, plan to expand their search efforts onto land on Tuesday.

The last communication from the cockpit to air traffic control was a request by one of the pilots to increase altitude from 32,000 feet (9,754 meters) to 38,000 feet (11,582 meters) because of the rough weather. The tower was not able to immediately comply because of the other planes, said Bambang Tjahjono, director of the state-owned company in charge of air-traffic control.

Sarjono Joni, a former pilot with a state-run Indonesian carrier, said the usual course of action when planes run into rough weather is to veer either left or right. A request to climb would most likely come if the plane was experiencing heavy turbulence or otherwise causing serious passenger discomfort, he said.

He added that heavy traffic is not unusual for any given airspace.

The twin-engine, single-aisle plane was last seen on radar four minutes after the final communication from the cockpit.

Search and rescue crews were looking for the plane with at least 15 ships, seven aircraft and four helicopters, national search and rescue spokesman Jusuf Latif said. Most are Indonesian but Singapore, Malaysia and Australia have contributed planes, and a ship and aircraft from Thailand were awaiting clearance from Indonesia's Foreign Ministry.

Those numbers do not include Indonesian warships taking part in the search. Many fishermen from Belitung island also have joined in, and all vessels in that area of the sea have been alerted to be on the lookout for anything that could be linked to the plane.

Jakarta's air force base commander, Rear Marshal Dwi Putranto, said an Australian Orion aircraft had detected "suspicious" objects near an island about 100 miles (160 kilometers) off central Kalimantan. That's about 700 miles (1,120 kilometers) from the location where the plane lost contact, but within Monday's greatly expanded search area.

"However, we cannot be sure whether it is part of the missing AirAsia plane," Putranto said. "We are now moving in that direction, which is in cloudy conditions."

Air Force spokesman Rear Marshal Hadi Tjahnanto said that an Indonesian helicopter spotted two oily spots in the Java Sea east of Belitung island, much closer to where the plane lost contact than the objects viewed from the Australian plane. He said oil samples would be collected and analyzed to see if they are connected to the missing plane.

The disappearance and suspected crash caps an astonishingly tragic year for air travel in Southeast Asia, and Malaysia in particular. Malaysia-based AirAsia's loss comes on top of the still-unexplained disappearance of Malaysia Airlines Flight 370 in March with 239 people aboard, and the downing of Malaysia Airlines Flight 17 in July over Ukraine, which killed all 298 passengers and crew.

"Until today, we have never lost a life," AirAsia group CEO Tony Fernandes, who founded the low-cost carrier in 2001, told reporters in Jakarta airport. "But I think that any airline CEO who says he can guarantee that his airline is 100 percent safe, is not accurate."

He refused to address compensation issues or any changes that may be made to the airline as a result of this incident.

"We have carried 220 million people up to this point," he said. "Of course, there's going to be some reaction, but we are confident in our ability to fly people."

Indonesian President Joko "Jokowi" Widodo was in Indonesia's Papua province when the plane disappeared but was back in Jakarta, the capital, on Monday. He said he ordered an immediate review of all aviation procedures.

"I was very shocked (by the disappearance) and I could feel the concern, the frustration and the sadness experienced by the passengers' families, and I believe also felt by all the people of Indonesia," Jokowi said at a press conference.

Nearly all the passengers and crew are Indonesians, who are frequent visitors to Singapore, particularly on holidays.

Ruth Natalia Puspitasari, who would have turned 26 on Monday, was among them. Her father, Suyanto, sat with his wife, who was puffy-eyed and coughing, near the family crisis center at Surabaya's airport.

Suyanto remembers the concern his daughter showed for the families of the MH370 tragedy. Puspitasari once told him how sad it must be for the victims' relatives who were left waiting for their loved ones with no certainty.

"Now she is gone in the missing plane, and we should face this sorrow, I can't believe it!" he said, tears rolling down his cracked cheeks. "This is too hard to be faced."

He was still sleeping when Puspitasari left for the airport with her fiance and future in-laws for a New Year's vacation. But he called her just before she boarded, and she told him excitedly that they planned to celebrate her birthday in Singapore.

"I don't want to experience the same thing with what was happened with Malaysia Airlines," he said as his wife wept. "It could be a long suffering."

Few believe this search will be as perplexing as the ongoing one for Flight 370, where what happened onboard remains a total mystery. Authorities suspect the plane was deliberately diverted by someone on board and ultimately lost in a remote area of the Indian Ocean where the water is notoriously deep. Flight 8501 vanished over a heavily traveled sea that is relatively shallow, with no sign of foul play.

Flight 8501 had been airborne for about 42 minutes when it lost contact.

The plane had an Indonesian captain, Iryanto, who uses one name, and a French co-pilot, five cabin crew members and 155 passengers, including 16 children and one infant, the airline said in a statement. Among the passengers were three South Koreans, a Malaysian, a British national and his 2-year-old Singaporean daughter. The rest were Indonesians.

AirAsia said the captain had more than 20,000 flying hours.

"Papa, come home, I still need you," Angela Anggi Ranastianis, the captain's 22-year-old daughter, pleaded on social media late Sunday, which was widely quoted by Indonesian press. "Bring back my papa. Papa, please come home."

At Iryanto's house in the East Java town of Sidoarjo, neighbors, relatives and friends gathered Monday to pray and recite the Quran to support the distraught family. Their desperate cries were so loud, they could sometimes be heard outside where three televisions had been set up to monitor search developments.

"He is a good man. That's why people here appointed him as our neighborhood chief for the last two years," said Bagianto Djoyonegoro, a friend and neighbor.

Many recalled him as an experienced Air Force pilot who flew F-16 fighter jets before becoming a commercial airline pilot.

His co-pilot, Remi Plesel, had been in Indonesia three years and loved to fly, his sister, Renee, said.

"He told me that things were going well, that he'd had a good Christmas. He was happy. The rains were starting, the weather was bad. It was raining a lot," she said.

Over 10 crore Pakistan mobile subscribers may lose connections

Islamabad: A huge number of pre-paid mobile phone users in Pakistan may lose their connections since telecom operators have expressed their "inability" to re-verify the subscribers within a 28-day deadline set by the government.

The telecom operators had sought 150-200 more days for completion of the re-verification process. Otherwise, they say, they will have to block the pre-paid SIMs (subscriber identification modules) to meet the deadline, Dawn online reported citing a source in the industry.

According to the source, there are about 14 crore SIMs in the country and only 10 per cent of them are post-paid ones. The interior ministry of Pakistan set the 28-day deadline after the December 16 Peshawar school attack during which the terrorists had used "biometric verified" SIMs for communication.

The representatives of five operators - Mobilink, Ufone, Telenor, Warid and Zong - will hold a meeting this week with Interior Minister Chaudhry Nisar Ali Khan, Minister of State for IT and Telecommunication Anusha Rehman and Pakistan Telecommunication Authority Chairman Ismail Shah to discuss and a find a solution to the problem.

"The operators will apprise the government of their inability to re-verify over 10 crore pre-paid SIMs in such a short time. We will seek a realistic period for the purpose," an official of a leading mobile phone company told Dawn.

He said the general public would be the ultimate sufferer if the SIMs were blocked for a month. "The affected persons will rush to customer sale centres, franchises and retailers to get post-paid SIMs ," he added.

In order to stop the sale of illegal SIMs, the PTA had introduced the biometric verification system about a year ago. Although the cellular companies have installed the system at their customer sales centres, franchises and retailers, still there are complaints about the sale of illegal and unauthorised SIMs.

But the companies claim that since the introduction of the biometric system, the sale of "illegal and unregistered SIMs has not been possible any more".

Is there an alien 'coffin' on the Red Planet?

New York: Hunters of unidentified flying objects (UFOs) have spotted an object that looks strangely like a coffin on the Martian surface.

In the video posted on YouTube, spotting the alien coffin is difficult to view at first but a closer inspection reveals the intriguing anomaly, the Inquisitr reported.

"This stone object looks like a coffin," researcher Scott Waring of the UFO Sightings Daily was quoted as saying. It looks to be about one metre across and a foot-and-a-half high.

Is there an alien 'coffin' on the Red Planet? According to Waring, the object may simply be a stone formation but wonders if NASA could turn the Curiosity rover around and take a closer look at the "coffin".

Sonali Cable review: Rhea’s annoyingly bubbly, Ali Fazal stuck playing arm candy

irector Charudutt Acharya's Sonali Cable is based on a promising premise. A young girl, Sonali Dattaram Tande (Rhea Chakraborty) is an internet service provider and runs her business with the help of two boys from her neighbourhood. She is hard working, dedicated, rather athletic (the first thing we see Sonali do is jump from one roof to another) and occasionally foul-mouthed. Most importantly for her customers, Sonali Cable never goes offline.
Then along comes the Fortune Group company, Shining. Determined to set up a monopoly in Mumbai with its broadband services, Shining starts uprooting small internet businesses. Some internet providers weep and give in without a fight. Sonali, however, is adamant to save her business. So begins a turf war between Shining Broadband and Sonali Cable. No prizes for guessing who wins this David-versus Goliath contest set in the Bollywood version of a Mumbai chawl.
Unfortunately, all this sounds much more fun on paper than it is on screen. At two hours and seven minutes, the film shouldn't feel long-winded, but it does. Sonali Cable's biggest drawback is Rhea Chakraborty. For most parts, Chakraborty's acting is stagy and reminds you of a kid in a school play. She is annoyingly bubbly and for a young woman who has supposedly established a business that caters to 3,000 customers, she's astonishingly naive.  As the love-struck girl who gazes at her old classmate Raghu (Ali Fazal), she's credible enough but as the plot thickens and demand more from Chakraborty, her shortcomings as an actress become glaring. It does not help that the dialogues in the film sound melodramatic.

A sharp contrast to Chakraborty's  Sonali is Fazal's Raghu. Fazal, who played Vidya Balan's arm candy in Bobby Jasoos, has a similar role in Sonali Cable. However, even though he is stuck playing second fiddle, he puts up a fairly good performance. There are obvious similarities between Tasawur (from Bobby Jasoos) and Raghu, but Fazal makes them distinctively different. Also, despite how the script makes him behave, Fazal manages to make Raghu seem somewhat realistic. However, Fazal's character has little screen time and it isn't enough to redeem Sonali Cable.
After Chakraborty, Raghav Juyal has the most crucial role in this film. For those of you who don't know him, Juyal is a choreographer who has appeared in several seasons of Dance India Dance and is making his Bollywood debut with Sonali Cable.
In the film, Juyal plays the role of Sada, one of the boys who helps Sonali at the cable centre. Juyal has great screen presence and seems effortless for most parts. However Acharya's insistence on using Juyal's dancing skills as a USP in this film comes across as terribly forced. Acharya seems hell-bent on making Juyal dance, as a consequence of which, we see Juyal dance even when there is no music, like when he's simply participating in a normal conversation or chilling at a party.  At one point in the film, we also see an apparition of him and  yes, that too, is dancing. What makes things worse is that the music of Sonali Cable is utterly forgettable. It's telling that the  director has used several songs from old RSE films (RSE has produced Sonali Cable) to liven things up.
Acharya also fails to strike a balance between bringing a real story to life and endorsing Bollywood's style of over-the-top storytelling. The script isn't logically sound. Over the course of two hours, there is a gory murder, one attempted murder, back stories of lead characters that are constantly being referred to, attacks and confrontations, and yet, no matter how much Sonali and her motley bunch suffers, as an audience you neither feel their loss nor their pain. Even Anupam Kher's Narayan Singh Whagela as the villain of the film seems part caricature-ish and part menacing, as a result of which, he is neither fun to watch nor does he comes across as a terrifying baddie. There is a bogus monologue in the name of anti-climax and in the last ten minutes all loose ends are tangled into a messy knot for the sake of ending the film.
However, while the main characters are half-baked, the smaller characters are much more fun. Be it Swanand Kirkire as Sonali's father, who is now an alcoholic and used to be a low-level worker for a political party; or Raghu's mom (Smita Jaykar) who is both a loving and overbearing parent as well a shrewd politician who doesn't fit the usual stereotype. Even the hacker from Bangladesh and the cougar housewife client of Sonali Cable manage to make an impression.
But alas, in the end, these small characters add little to the plot. The film solely rests on Chakraborty's Sonali and ironically enough, that's why for most of Sonali Cable, the audience feels disconnected.

Chennai: Actor-filmmaker Kamal Haasan, who is currently shooting in Kerala for Tamil thriller Papanasama, said Thursday that he wasn't injured while shooting as being speculated and "all is well" with him.

"Before various new ailments are endowed upon me, I hasten to clarify that all is well. It is not true that I was injured while shooting," Haasan said in a statement.

"It was a makeup rubber prosthetic that slipped into my nasal passage and had to be carefully removed under medical supervision. It was a stunt scene so I had simulated injuries on the face," he said.

The rumour circulated after Kamal was rushed to a hospital "with a bruised face (and that) led to the interpolated news. I am alright."

Directed by Jeethu Joseph, "Papanasam" is the Tamil remake of Malayalam blockbuster "Drishyam".

Despite the fact, that the makers have been religiously releasing posters of the film and the media is quite happy to churn out articles on them, so far, very little is known about the movie. And with almost two months in hand, before the film releases on Christmas, chances are neither Rajkumar Hirani, nor Aamir Khan is in any hurry to release the trailer. Also, given that it is a Khan starrer, you might not get to watch the songs until the movie releases in theatres. However, worry not, although we don't have any details about the script so far, we have made some very insightful inferences about it after carefully studying all the posters for clues.
